Aging social infrastructures have become an issue throughout the world, including Japan. In particular, Japan's postwar reconstruction policy led to intensive development of social infrastructure during its period of rapid economic growth, resulting in the creation of a large number of new infrastructures. 1970s was the peak of development, and those built then are now more than 50 years old, and the number of aging infrastructures continues to increase at an accelerating rate every year.Similar situations are also occurring in other parts of the world, including the United States, Europe, the United States, and Asia.This situation has made aging infrastructure a social issue throughout the world.

今日本を含めた世界全体で、社会インフラの老朽化が課題となっています。特に日本は戦後の復興政策で社会資本を高度経済成長期に集中的に開発し、たくさんのインフラが誕生しました。1970年代が開発のピークで当時建設されたものが建設後50年以上経過するインフラとなり、年々老朽化するインフラが加速度的に増え続けている状況です。その他にもアメリカや欧米アジアなど世界各地でも同様の事態が起きています。このような状況から世界全体でインフラの老朽化が社会課題となっています。

December 2012 Sasago Tunnel Accident
2012年12月笹子トンネル事故
In December 2012, a concrete ceiling plate fell across a 130m section of the Sasago Tunnel on the Chuo Expressway in Sasago-machi, Otsuki City, Yamanashi Prefecture, engulfing several cars in motion and killing nine people. After the accident, the government made it mandatory to inspect tunnels and bridges once every five years and to make early repairs to high-risk infrastructure. Because of this, it is still considered urgent to improve the efficiency and visibility of infrastructure inspections.
2012年12月に山梨県大月市笹子町の中央自動車道笹子トンネルで天井板のコンクリート板が約130mの区間にわたって落下し、走行中の車複数台が巻き込まれて9名が死亡した事故です。事故後、政府は５年に1度、トンネル、橋の点検を義務化し、危険性の高いインフラの早期修繕を掲げてきたそうですが、実際に点検をしていたのは4割程度でそれ以外は点検を行っていない実情もあるようです。このようなこともあり、やはりインフラ点検の効率化・可視化は急務であると考えられます。

1920年代のニューディール政策以降、大規模にインフラの整備を進めてきたアメリカ。日本よりも早くインフラを整備したアメリカではインフラの老朽化がいち早く顕在化しました。1980年代のアメリカではインフラ老朽化が深刻化して、その当時スクールバスで通学する学童が、橋の重量制限のため迂回路を通らねばならなかったり、また、橋の手前でスクールバスを降りて橋を歩いて渡ることを余儀なくされたりといったことが多々あったそうです。今の日本では考えられないような事態となっていたようです。多数の橋梁により周辺地域とつながるマンハッタン島では、1980年代に複数の橋梁で損傷事故が起こり、いたるところで大規模補修が実施された事実もあるようです。このようなことからメンテナンスがされていない社会インフラというものは市民の日常生活を便利にしていたのが、逆に足かせとなってしまう事態も考えられ、そういう意味でも社会インフラの維持管理はとても大切なものであると考えられます。

The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has released data showing that Japan needs to strategically maintain, manage, and renew its aging infrastructure, and we believe that infrastructure inspections and the visualization and sharing of results are an urgent necessity. We believe that "visualization" of facility data for this purpose will be the current trend in the future.
このような背景から社会インフラは社会の共有資産であり、継続的な維持管理が急務になっています。日本の指針としては「一斉に老朽化するインフラを戦略的に維持管理・ 更新する必要がある」というデータが国土交通省の方から公開されており、今まさに、インフラ点検と結果の可視化 、共有が急務であると捉えられます。また、そのための施設データの「見える化」がこれからの時流になると私たちは考えています。
